本年度の主要な研究は、全国の公的、民間シェルターの空間的実態調査を実施したことである。まず、公的シェルターである全国の婦人相談所(47ケ所中回収数41ヶ所)は、(1)そもそも売春女性の更生保護施設としてつくられたため、"劣等処遇"の基本が設置要綱にも反映されている。(2)居室の過半数は相部屋であり、個室は少ない。個室の利用は母子世帯が優先され、単身者に対しては「集団生活障害を及ぼした者あるい価恐れある者」を"隔離"するための使い方となっている。(3)相部屋使用によっては、さまざまなトラブルや健康障害や精神的苦痛が引き起こされている。(4)起床・就寝などの生活は管理されている。(5)施設の設備や備品は不十分である。(6)相談室のプライバシーは十分確保されてはいない。(7)施設の入所期間が短い。つまり、その環境はDV被害女性にとって当面の安全確保ができる一時避難所ではあるが、心身的に癒される空間になっているとはいいがたい。他方、民間シェルター(20ヶ所中17ヶ所回収)では、(1)既存の民間住宅をシェルターとして使っている。(2)小規模で居室数が少ないが、個室が確保されているケースが多い。(3)入所希望者の増加と危険分散のため、各グループがシェルターを2ヶ所以上設置している。(4)財政難のため居室の設備や備品が不足している。(5)DV被害女性のプライバシーと癒しのための空間として、環境改善は重視され、空間に対する改善要望が強い。(6)入所期間が長いため、DV被害女性の癒しだけではなく、社会復帰するためのステップハウスの役割も果たしている所もある、ことがわかった。今後このような実態を踏まえた上で、わが国での施設空間の最低基準を提案するためには、他の先進諸国の研究が必要だと考える。
