本研究の主な目的は、アメリカ合衆国において1980年代以降にみられた、産業政策や科学技術政策をめぐる政治的論争に注目することで、民間部門とのつながりが弱いとされてきたアメリカで、連邦政府が産業の育成を目的として、ある程度積極的に科学技術政策を行うようになったという変化を分析することである。昨年度の主な成果は、事実関係の調査の結果、この政策領域における政治過程の分析について、連邦下院議員がもつイデオロギー(またはアイデア)が、主要な説明変数であるという仮説を定量的に実証したことであった。これを踏まえた本年度の成果は以下のとおりである。第一に、昨年度の分析を発展させる前段階として、アメリカ議会に関する過去の研究の調査を継続するとともに、アメリカ議会研究を行うのに必須とされる、計量分析と数理分析について、応用レヴェルの手法を修得した。第二に、議員のイデオロギー(またはアイデア)を独自に測定することが、本研究の重要な位置を占めるという判断に至り、イデオロギーの測定に関する過去の研究を調査し、予備的な分析を行った。第三に、産業政策を推進した民主党中道派勢力が台頭した主要因を判断するため、1980年代以降の大統領選挙について、有権者の投票行動の分析を行った。分析結果は、民主党候補のイデオロギーに対する有権者の認識に変化はなく、かつイデオロギーが投票行動に優位な影響を与えなかった、というものであった。第四の成果は、他国との比較可能性に関するものである。科学技術政策と中道左派の関連性は西欧諸国においても指摘されており、これは他の国の科学技術政策との比較分析を行うことで、本研究についてさらなる知見が得られることを意味する。本年度は、1980年代以降のOECD諸国について、科学技術政策関連の支出の要因に関して計量分析を行い、経済状況ではなく与党のイデオロギーが主要な説明変数であるとの知見を得た。
