项目摘要

本研究は、システマティックな研究蓄積がない地方政治について論考を行うため、現代における地方レベルにおける政治過程を明らかにすることを大きな目的とし、平成15年から平成16年にかけて熊本県を調査地としたフィールドワークによって、熊本県知事の協力を得つつ、行われた。本年度は、平成16年4月に行われた熊本県知事選を焦点とし、現職知事立候補の場合の政党推薦の過程に注目した。具体的には、知事選において、どのような人々が何を求めて動いたのかという観点から、政党と各種団体による現職知事への推薦過程を詳述する試みである。これによって、地方レベルの政治における知見を提供し、問題提起を行うことを目的とする。平成15年からフィールドワークを継続し、とりわけ県知事選においては、これまで日本の地域における政治の叙述に用いられてきた参与観察法を用いた。地方政治では知事は確かに権力者であることは、保守的風土において保守基盤をもたない熊本県知事を対象とした去年度のフィールドワークより明らかである。人気がある知事とは選挙に強い知事を意味し、選挙のさいには彼女の「権力」を求めて様々な思惑が飛び交う。とりわけ無風選挙である知事選において現職知事を応援することは、次期県政において誰がより利益を得るかという問題であった。地方政治というアリーナにおける政党の存在位置は、国政とはかなり異なった様相を呈する。本研究は、フィールドワークという質的方法を用いているため、客観性の確保といった点において限界がある。しかしながら、フィールドワークによって定量的手法によっては得られない指摘をすることで、地方政治に関して計量的にも検証可能な仮説を提供するという貢献がある。本研究の一部は平成17年4月『都市問題』に発表し、また抜粋を平成17年5月選挙学会年次大会において報告予定である。

A part of this research was presented at the "Urban Problems" Conference in April, 2017, and the report was scheduled for the annual conference of the National Election Society in May, 2017.
