项目摘要

本年度においては、オランダにおけるイスラーム小学校がどのようにして設立・運営され、オランダ社会においてどのような地位を占めているのかを研究した。本研究は、多極共存型デモクラシー形態を採るオランダを事例として、「文明の衝突」論を超えた新しい多文化共存の論理の構築を目指した私の研究の一環として行ったものである。オランダでは、イスラーム小学校の他にも、高齢者組織やテレビ・ラジオ局が政府から全面的な財政援助を受けている。それらの組織に関する一昨年からの調査をもとにして、現在は研究論文の執筆にとりかかっている。平成15年8月から11月にかけて行うた現地調査においでは、各種文献や政府資料の収集を行った。さらにイスラーム小学校の設立にかかわったムスリムや、全てのイスラーム小学校を管轄している組織の代表者、またイスラーム小学校の校長や教師らに対するインタビューを行った。これらのインタビューはビデオ・テープに記録した。一昨年までの調査領域においては、ムスリム・コミュニティ内部の分裂が、彼らがオランダ社会において大きな発言権を得ることの障害になっていた。しかし本年度に調査を行った学校教育の領域においては、ムスリム相互の協力がスムーズに行われていることがインタビュー結果より明らかになった。また現地調査で明らかになったのは、9・11以降のオランダではイスラーム組織全般に対する警戒心が高まっていることである。イスラーム小学校を廃止すべきとする政治家の発言も目立つようになり、オランダの伝統的な多極共存型デモクラシー形態の論理は変遷を迫られている。それによって、オランダにおける多文化共存の論理における可能性と限界の一端が明らかになった。
