RWTH Aachen University is applying for funding for the establishment of an Open Access Publication Fund, which ensures that authors can easily obtain funds for genuine Gold OA publications that are not already covered by framework or transformation agreements or central billing mechanisms. The publication fund is barrier-free in two respects: firstly, there is no downstream reimbursement procedure, but a reporting procedure is established through which invoice processing is taken over directly by the University Library; secondly, in the case of eligible articles, the entire share of the costs for Open Access is generally financed from the fund and provided accordingly by the university. During the duration of the project, RWTH Aachen University will centralize financial flows and make further structural adjustments in the direction of an information budget. The proposal presents measures for improved monitoring of publications and publication costs and explains how RWTH would like to promote an institutional open access culture at the university.
