昨年度の県内の3種類の滞日外国人コミュニティに関するケース・スタディの結果をベースに、今年度は質問紙調査を行う予定であった。昨年度の調査では、3つのコミュニティそれぞれの活動内容、その活動のメンバーへの影響、また各コミュニティと外部機関との関係についての概要が理解でき、3つのコミュニティの比較を行った。しかし、各コミュニティの詳細な情報の把握や、多様な方法によるデータ収集、多角的な視点での分析が不充分であったため、今年度は調査では、フィリピン人の親睦団体に焦点をあてて、より詳細にエスノグラフィー的に調査を進めた。毎月の幹部ミーティングやコミュニティ内のさまざまな活動に参加するうちに、コミュニティから外部アドバイザーという立場で受け入れられ、次第にコミュニティ内でのネットワークや内面的な情報の収集が可能となった。その中で明らかになってきたのは、メンバーのビザのステータスの違いによって、コミュニティに期待すること、また生活の中のニーズが異なることである。それと同時に、すべてのメンバーにとって、この親睦団体は非常に重要な精神的な支えとなっている。月に1回開催される活動には多くのメンバーが参加し、日本社会での経験や個人的な問題を共有してい。る。また、ビザなど入管に関連するさまざまな問題を抱えたメンバーに対する危機介入的な活動の必要性が高いこと、またその危機介入的な活動のベースとなる資金の必確保が緊急の課題となっている。しかし、こうした外国籍住民組織に対する地域社会のサポート(たとえば、社会福祉協議会、国際交流協会、NPOなど)は限られており、メンバーの減少といった別の要因とともに、このコミュニティの活動の縮小の原因となっている。外国人も地域の住民として受け入れる共生社会の形成には、こうしたエスニック・コミュニティの支援が今後の課題である。
