昨年度の成果である、『開発問題の構造性の解明:開発援助を事例に』という論文を叩き台に、本年度は、全体の枠組みの再検討と、地域差を考慮した理論と事例の収集・分類を中心に作業を進めた。(1)枠組みについては、国際的な開発活動が有する「距離」-物理的・文化的-の問題と、主権国家体制・国家運営(統治の問題)との関連性を示し、開発援助が現在の国家システムに与える政治的作用を明らかにした。(2)開発の理論については、日本の学界からの貢献も考察対象に入れ、理論状況のマッピング作業に加えた。日本発の理論が経済発展を中心とする一方で、本研究の対象分野が市民社会支援、参加型開発、ジェンダーといった、日本が弱い分野であるため、邦語文献が少ないのが現状である。しかし、近年の国際的な知的動向を追えば、両者の有機的な結合を目指した研究こそが求められている。両分野を架橋する前提作業として、本研究を位置付け、本研究が扱う分野と経済成長との論点整理を行った。(3)事例については、本年度は特に、東南アジアとラテンアメリカを扱い、この二つに昨年扱ったサブ・サハラ・アフリカ、南アジアを加えた、合計四地域に渡る多様性と、その中に見る共通性を抽出した。即ち、先の論文で開発援助が依拠する制度的基盤として、a)ドナーの知的・経済的優位性、b)管理の発想と技術的対応、c)ドナーの援助行政と途上国の開発行政の並行行政における責任の所在の不明確性、d)複合的性格(ドナー側の国内要因と国際要因の連動)を指摘したが、開発援助に付随する「問題」を分析すると、地域の差異が存在する一方で、基本的な部分はこの制度的基盤に起因することを示した。以上の作業、及び、東京大学大学院総合文化研究科における国際協力・公共政策論ジョイントセミナーでの発表・質疑応答を経て、『国際開発:構造的理解に向けて』という形の論文にまとめた。
