1.研究目的:地域保健福祉計画策定過程において、住民参画を促進するための保健師の支援技術を具体的に提示することである。2.研究方法:(1)「住民参画による地域保健福祉計画策定のための支援技術」(以下、支援技術項目とする)の抽出:保健師関係の学術雑誌等において、各種の地域保健福祉計画策定に関わり、良い結果をもたらした保健師の活動事例を収集した。さらに、計画策定中の保健師へのインタビュー及び参加観察を行った。そこから、「住民参画による計画策定」の促進に役立ったと読みとれる保健師の活動内容を、(1)働きかけた対象、(2)働きかけた方法、(3)働きかけの意図をひとまとまりとして抽出し、「支援技術項目」として整理した。<平成14年度実施>(2)実践者に対する支援技術項目の意見調査:(1)で得た支援技術項目を、地域保健福祉計画策定に関わった経験を持つ全国の保健師に提示し、その適否に関する意見をデルファイ法により調査した。3.結果概要:デルファイ調査は4回実施することし、全国の保健所全714カ所の保健師主務者から推薦された500名の保健師のうち、243名(48.6%)から調査協力の回答を得た。対象保健師は、市町村保健師69.1%、都道府県保健所保健師23.5%、政令市・特別区保健所保健師5.8%であり、一人平均2.9件の計画策定に参加し、66.7%が計画策定の主担当であった。第1回調査では(A)計画策定前(企画・準備)期の支援技術56項目、(B)計画策定中(運営・報告書作成)期の支援技術項目154項目、計210項目を提示した結果、項目が追加・修正され、(A)78項目、(B)170項目、計248項目の支援技術が見出された。第2・3・4回調査では、243名の対象保健師に対し、248項目の適否と重要度(4段階)の評価を繰り返し求め、その結果、住民参画による地域保健福祉計画策定に保健師が用いる支援技術を特定した。
