1)都道府県単位の会議開催状況及び地域ケア資源活性化の現状把握:保健所は「保健所保健・福祉サービス調整推進会議」を地域の実情に合わせ開催し、効果的活用により各々の地域に適した地域ケア資源をシステム化・活性化していく役割を持つ。また都道府県主管課は会議活用促進のための体制整備や指導・援助を行う。そこで、地域条件の異なる岐阜県、滋賀県、東京都、群馬県の調整会議担当課に協力援護し、会議活用促進のための担当課の取り組み及び平成6年度実績報告書による保健所毎の会議開催実績を調べた。調整会議は全体会議と処遇困難事例の検討会議に区分されるが、各都県とも処遇検討会議を重視していた。扱った事例の健康問題は精神障害,難病,障害児,発達遅滞児,寝たきり・痴呆高齢者等多岐に渡り、医療・保健・福祉の専門職はもとより、教育関係,労働関係,消防,警察等の職種や民生委員・ボランティア・近隣者など幅広い参加者よる検討が行われていた。しかし、検討結果と地域ケア資源活性化における効果については、二県の実績報告様式に項目にあったものの、報告書からでは把握しきれない状況であった。各都県担当者も効果を掌握するための工夫を重ねていたが、実績報告のあり方やその活用方法について検討の必要性が確認された。現在、全国主管課に対し同様の内容を郵送法で調査予定である。2)処遇会議で検討した事例の追跡調査:千葉市の難病事例3例について、検討目的、検討結果、その後の保健婦援助実績,関わった職種・人材と援助実績、事例の問題解決状況及び、当該地区資源の開発・改善状況を調べ、会議の効果と保健婦の役割を検討した。今後地域ケア資源条件の異なる地域や、精神障害,母子,高齢者等健康問題の異なる事例での追跡調査を重ね、会議の効果とそのプロセスにおいて保健婦が果たした役割を明らかにする。上記1)2)により、地域ケア資源活性化における調整会議事業の評価方法や保健婦の役割を追求していく。
