项目摘要

バス市場の参入・撤退規制が緩和され,生活交通をどのようにして確保するかが中山間地域における自治体の課題となっている.その一つの方策として,広域バス路線を設定してそのバス事業に複数の自治体が共同で補助を行う取り組みがある.これにより,各自治体は補助金額を削減することができ,バス交通の維持が財政上容易になる.共同での補助は,それに関与する自治体間での補助金の分担を伴うため,各々の負担額への合意なしには実行不可能である.そこで本研究では,実際の場面で広く用いられている走行キロ比に基づく補助金負担方式やそれに代替しうる方式が自治体間での合意形成の観点から有効であるかについて協力ゲーム理論を援用して検討した.さらに,複数の方式が存在する場合には,それらに基づいてどの負担を最終的な合意とするかについての利害対立が生じる.そこで,広域バス路線への共同の補助を既に実現しているいくつかの事例を調査し,補助金の負担に係る利害が円滑に調整されるために必要な背景を整理するとともに,調整の過程を協力ゲーム的に解釈した.現在用いられている補助金負担基準が合意に至ったのは各自治体において公平な負担がなされたためと考え,調整の背後に暗黙に想定されていた負担の公平性の規範を推定した.以上により,今後増加するであろう広域バス路線の開設において,どのような背景,負担額の検討の技術があれば利害を円滑かつ迅速に調整できるかについての基本的な理解を得ることができた.
