高齢者の住宅改善利用支援のシステムの検討にあたって、その研究枠組みは、(1)制度政策の関する議論(基礎自治体の介護保険・保険者としての意識と主体性など)、(2)マンパワーの関する議論(介護支援専門員の専門性、業務内容の明確化など)、(3)住宅改修に関するシステムに関する議論(ケアプランにおける住宅改修の位置づけなど)によって捉えることができよう。実際、都道府県、市町村(基礎自治体)における住宅改善のシステム化は、福祉用具と住宅改修を関連付け、厚生労働省が平成14年度から実施している都道府県「福祉用具・住宅改修活用広域支援事業」と市町村「福祉用具・住宅改修地域利用促進事業」によって進められている。それぞれの事業を実施している都道府県、市町村を把握した上で、その事業展開における問題等については、以下のように整理できる。都道府県事業における問題:(1)自治体の主体性と地域性における限界、(2)人材確保と配置の限界があげられる。市町村事業における問題:(1)基礎自治体の住宅改修における主体性、(2)基礎自治体における住宅改修関連職の連携と意識化、(3)基礎自治体の地域性に声ける住民の意職とインフォーマルな組織化などがあげられる。以上のような間題と課題について、特に住民に最も身近で責任のある基礎自治体の現状をより把握することが必要であると考える。しかし、市町村「福祉用具・住宅改修地域利用促進事業」を実施している自治体の取り組みは始まったばかりである。今後、利用者主体での住宅改修等の支援体制のシステム化を検討するためには、施策を実施する責任主体である行政と各種専門職との連携の状況や組織化のプロセス、そして、その支援体制の構築の過程で利用者の意見や声がどのように反映しているかなどを継続的に検討することが必要であると思われる。

The problems of urban and rural enterprises include:(1) subjectivity of housing renovation in basic self-governing bodies;(2) awareness of the connection between jobs related to housing renovation in basic self-governing bodies; and (3) regional voice of residents in basic self-governing bodies. The above problems are related to the problems and responsibilities of the residents, and the current situation of the basic self-government is related to the needs of the residents. The municipal government has begun to implement the "Promotion Project for the Use of Well-being Appliances and Residential Renovation Areas" In the future, the user's opinions and opinions on the process of establishing a support system such as housing renovation will be reflected in the discussion on the implementation of policies, the implementation of responsibilities, the implementation of administrative and various functions, and the organization of support systems.
