项目摘要

今年度研究実績の概要食品産業による原料調達体制に関する研究の最終年度として、初年度の日本における馬鈴しょを中心とした原料流通体制の調査、第二年度のイギリスにおける加工農産物の生産・流通に関する調査、をふまえて、イギリスにおける協同組合運動の補足調査および日本国内の原料農産物生産体制の補足調査を行い、国際比較を取り入れながら研究の取りまとめを行った。具体的には以下の調査を行った。1.大規模農業経営が求める農業者ネットワークと協同組合に関する調査経営規模が大きく独立性が強いイギリス農業者が、営農を行っていく上で形成しているネットワークの構造および、そのネットワークの中での協同組合の位置づけに関する調査を行った。対象とした地域では、農業者全体の約五割がなんらかの協同組合を利用していることが明らかとなった。イギリスにおける協同組合は、組合員に直接的な利益を提供できる限りにおいてその存立が担保されるという性格が強い。協同組合は常に利益を提供していく必要があるが、従来協同組合が存在していなかったような、新規分野(環境マネージメント、ツーリズム事業、オールタナティブな販路開拓)において、協同組合に対する期待が高いことが明らかとなった。2.有機牛乳協同組合の事業構造と存立条件新たな協同組合事業の事例として、有機牛乳の販売を行う協同組合の調査を実施した。有機牛乳という新規市場を開拓していくために、協同組合が果たす重要な役割として以下の点が明らかとなった。1)生産規模を拡大する際の相互学習・研修組織としての機能、2)不確定要素の強い市場、加工業者に対する発言力の発揮、3)市場の展開にともなう生産調整機能の発揮。以上の協同組合が果たしする機能は、食品産業の原料調達体制を構築する際に重要な役割を果たすものである。
