项目摘要

昨年度に引きつづきアルジェリア植民地における移住・入植者社会の形成と地方行政の関わりについて研究を進め、以下の結果を得た。フランスの植民地政策は、間接統治を重視したイギリスとの比較において、直接統治と同化政策を基軸としていたとする古典的学説がある。近年あらためて研究者の注目を集めつつあるこの論点について、アルジェリアの西部テムシェント地方の事例を用いて分析した。その結果、本国と形式的に同等の地方行政制度である県と自治体という仕組みのもとでも、統治の末端に設置された「先住民助役」が部族社会の有力者家系から連続性をもって採用され、第二帝政から第三共和政期にかけての先住民統治の継続性が一定程度保たれていたと推定された。この事例は、アルジェリアの植民地統治が「間接統治」の原則に貫かれていたことを意味するものでは必ずしもなく、むしろ先住民統治に関するフランスの行政規模の限界を示すものと考えられる。こうした状況と併行して、共和政の枠内でのヨーロッパ系入植者による自治拡大が19世紀から20世紀前半を通じて進んだ。このことは、統治理念の変遷とそれをささえるべき地方の行政実態の乖離こそがアルジェリア経営の特質を説き明かすための要点である、との本研究の作業仮説を補強するものである。上記の成果と、前年度から継続した地中海西部地域(主としてフランス、スペイン、モロッコ)からの移住・入植の研究、植民地都市の構造についての分析を総合することによって、共和政下の植民地というアルジェリアの特異な性格を理解するための基礎的な知見が得られた。本年度中に公表に至った研究成果は史料・研究史についての一点であるが、上述の各事例研究をそれぞれ論文および口頭報告として次年度に発表の予定である。

Last year, research on the relationship between the formation of immigrant society and local administration was advanced, and the following results were obtained. The policy of direct governance and assimilation is based on classical theories. In recent years, researchers have focused their attention on this issue and have used it to analyze local cases. As a result, the local administrative system of the same form was established as the "First People's Service" and the powerful family of the tribal society was established as the "Second People's Government" and the "Third People's Government" was established as the "First People's Service". This example shows that the principle of "indirect governance" is consistent with the principle of "indirect governance". In the 19th century and the first half of the 20th century, the government of the Republic was established. This paper discusses the characteristics of local administration and the key points of this study. The achievements of the previous year were recorded in the Western Mediterranean region (main area, special area, and special area), and the basic knowledge of migration and implantation research, analysis and integration of urban structure of planted land, and understanding of special characteristics of planted land under the Communist Party of China was obtained. This year's research results include historical materials, research history, research papers, oral reports, and scheduled reports for the next year.
