项目摘要

わが国では水資源の再配分において,市場が存在せず,組織的な調整が行われてきた.少なくとも,資源配分の効率性の観点から,水資源においても市場を介した配分が望ましいとする議論が世界レベルで展開される中で,わが国のこのような組織的な調整について,経済学的な観点から実証的に吟味を行う必要性が高まっている.多くの先行研究の中でも注目すべきは,転用水の取引は,転用水を供給する農業側と転用水を需要する都市側の双方独占的な構造であるという指摘である.諸外国に比べて,微地形かつ小河川をいう地理的特性と,水道事業が公共事業として行われているという制度的特性を考えれば,この指摘は現実的である.そこで,本研究では転用がダム建設などの新規水開発よりも効率的な事業であったか,さらに転用の際の分配の公平性について定量的な分析を試みた.調査対象として,わが国で初めて農業用水の転用が行われ,その後,事業が制度化された経緯をもつ埼玉県を取り上げ,そこで行われた4つの農業用水合理化事業と関連するダム建設について,経緯や費用負担を詳細に調査した.これらのデータから,合理化事業によって生み出された余剰がどのように分配されたのか,また,双方独占的な構造にあると仮定した場合,両者の交渉力と余剰分配構造との関係を明らかにした.その際,余剰分配をめぐる交渉において,補助金が大きな影響を与えていることが推察された.そこで,ゲーム理論のフレームワークを利用して,補助金の役割を検討した.その結果,新規ダム建設が行われるより,転用によって水資源を再配分するほうが国民経済的観点から望ましい場合でも,補助金がなければ両者における交渉が決裂し,転用が行われなかった可能性もある事業においても,補助金が投入されることによって交渉が妥結されていたことが明らかとなった.
