项目摘要

本年度は,昨年度の予備調査を踏まえて1980年代後半以降のアメリカ・カリフォルニア州のオレンジ産地の変貌を現地調査も交えて検討した。その結果,以下のことが明らかになった。1.カリフォルニアでのオレンジ生産は1985年〜90年代半ばまでは大きく伸びたがその後は停滞し,1999年以降はバレンシア種を中心に減少が顕著になった。この動きは,対日輸出が1990年代半ばにかけて増加し,その後減少していることと相関関係があるように思われるが,輸出量全体の推移についてみた場合,近年の対日輸出減は韓国・中国への輸出増である程度埋められており,オレンジの輸出依存度も1996年以降は30%台前半を維持しており,大きな変化はみられない。したがって,対日輸出の動向はその拡大局面においてはカリフォルニア産地の拡大に寄与したものの,減少局面においては産地の縮小にそれほど深刻な影響を及ぼしているとはいえない。2.近年のオレンジ,特にバレンシア種の減産の要因としては,アメリカでのシトラス消費嗜好の変化の影響が大きい。アメリカでは,1990年代後半以降オレンジの消費が減退する一方で,より甘く皮が剥きやすいタンジェリン系シトラスの消費が伸びており,その販売単価はネーブルの1.5倍,バレンシアの1.9倍と高水準を維持している。カリフォルニアではこのような動きに合わせて,オレンジではネーブルの,他のシトラスではクレメンタインやサツマの作付を増加させている。3.以上のような情勢のなかで,1980年代後半以降のカリフォルニアにおけるオレンジ栽培の分布は,生産の増加局面では若干拡大したものの,減少局面ではサンワキンバレー内の3郡以外では縮小に転じた。これは,カリフォルニアにおける20世紀後半のオレンジ産地の立地移動,すなわちロサンゼルス郡周辺地域の衰退とサンワキンバレー地域の成長,と同様の動きであり,1980年代後半以降の10年余りの生産の増加基調は州内の生産配置の趨勢を変えうるものではなかったといえる。また,同様の意味でわが国の一時的なカリフォルニア産オレンジ輸入の急拡大も,同州の生産配置の変化に大きな影響を及ぼしたとはいえないであろう。
