米国をはじめとする先進農業輸出国による我が国に対する農産物市場の開放要求は年々強まっている。これを念頭に、本研究ではコメ生産がいわゆる産業連関を通じて全産業規模でいかなる影響を持っているかを計測し、コメ市場開放の影響を分析した。(1)モデル精米部門の生産額を外生変数にし、家計消費支出を内生変数にした産業連関モデルを構築した。これにより、通常の産業連関分析ではとりあつかえない生産額変化からの効果、所得増減からの効果をつかまえることができた。(2)データ昭和60年産業連関表(生産者価格表示・71部門分割)に修正をほどこし、精米部門とコメ部門を独立させた表を作成した。前者は製粉・製穀部門から、後者は耕種農業からそれぞれ分離した。(3)結果実績として、コメ部門は203万人の雇用をかかえているが、これが全産業で創出する雇用は330万人である。したがって、コメ部門以外ではじつに127万人の雇用を産み出したことがわかつた。付加価値(所得)についても計測し、コメ部門だけでは2兆3千億円だが、全体では8兆8千億円の付加価値を産み出していることがわかつた。以上より、我が国におけるコメ生産は通常考えられているよりもはるかに大きな影響力を他部門にあたえており、市場開放の影響も大きい。
