論文"A Voluntary Participation Game through a Unit-by-Unit Cost Share Mechanism of a Non-Excludable Public Good"(信州大学篠原隆介氏との共著)を執筆した。本論文においては、公共財の共同供給への参加を強制できない状況において、効率的かつ公平な公共財供給を達成する費用負担メカニズムを設計することを目的とした。先行文献とは異なり、適切に費用負担メカニズムを設計することによって、公共財の自発的参加と効率的配分の達成は両立可能であることが示された。また、達成されるこれらの効率配分は公平概念としても重要な「コア」に属する。また、提携行動に対して安定的な均衡概念であるRubinstein(1980)の強完全均衡やBernheim, Peleg and Whinston(1987)の完全提携操作不能ナッシュ均衡(一般のゲームにおいてはこれらの均衡は存在しないことが多い)を用いると、効率的な配分のみがこれらの均衡として達成されることを示した。同論文は学会Asian Decentralization Conference 2005, Seoul National University, Korea(5月27-30日)、the 39th Annual Meeting of the Canadian Economics Association, McMaster University, Canada(5月27-29日),Public Economic Theory 2005, Marseille, Universite de la Mediterranee, France(6月16-18日), the 61th Congress of the International Institute of Public Finance, Jeju Island, Korea(8月22-25日)、第62回日本財政学会、一橋大学(10月22日-23日:いずれも2005年)にて発表され、以下の各氏を含む、参加者より高い評価を得た:蓼沼宏一教授(一橋大学)、西條辰義教授(大阪大学)、小川禎友教授(近畿大学)、Robert Moir教授(University of New Brunswick-Saint John)、Stuart Mestelman教授(McMaster University)、Steeve Mongrain教授(Simon Fraser University)。現在、レフェリー付学術誌International Tax and Public Financeへ投稿中である。また、平成16年度における効率性・公平性に基づいた社会目的の形成の問題および、租税政策(非線形所得税および所得再分配政策)における羨望なき公平性の含意の問題に関する研究に関し、新たな理論的結果を発見した。現在、来年度の国際学会・セミナー報告・レフェリー付学術誌への投稿をめざし、新しい論文(単著)を執筆中である。

Paper "A Voluntary Participation Game through a Unit-by-Unit Cost Share Mechanism of a Non-Excludable Public Good"(co-authored by Takashi Shinohara, Shinshu University) This paper aims to design a system of public goods co-supply, participation in coercion, efficiency, fairness, cost burden, etc. Previous literature shows that it is possible to achieve the allocation of public property participation rates by designing and implementing appropriate cost burdens. To achieve this goal, the percentage distribution is important to the concept of fairness. Rubinstein's (1980) strong perfect equilibrium and Bernheim, Peleg and Whinston's (1987) perfect operation cannot be used to achieve equilibrium.
