项目摘要

1阪神・淡路大震災の復興まちづくりに関する全体的な総括とモデルとなるような複数の事例研究を進めた。神戸市内のまちづくり団体,ボランティア・NPO団体,商店街などを対象とした詳細な調査を行った。特に,震災復興から日常的なまちづくりへとあらたな展開を見せている現状に注目している。主に,(1)震災後に新興している新たなNPOの活動が地域社会にどのように効果や影響をもたらしているのか,という点と,(2)震災後に急増した。「まちづくり協議会」の多くが解散している現状のもとで,地域の事情に応じた多様な組織形態のまちづくりの展開や,市民的まちづくりへと継続できている事例などに注目した。神戸市灘区六甲道駅北地区の事例については,市民まちづくりの事例として論文と,著書(欧文)で発表した。2地域コミュニティを基盤とした「安全・安心まちづくり」の実践的研究を行い,地域の安全を住民主体で向上させ,まちづくりに地域防災や地域防犯の活動を盛り込んでいくための方法を模索した。一つは,市民による防災活動を目的とする「災害ボランティアぐんま」での活動に委員として関わり,日常的な災害ボランティアのネットワークづくり,あるいは研修プログラムの作成,実施,「NPO法人にいがた災害ボランティアネットワーク」を講師として迎えてのボランティアリーダー養成に関する研修会などを実施した。二点目は,地域において住民らと地域安全マップづくりを行い,地域安全というテーマに対する地域での取り組みについて検討した。同一地域において,数年にわたって継続して行っていることで,まちづくりの効果や継続性についても把握できた。
