项目摘要

2年間実施した本研究では、まず関連する先行研究を収集し、経済外交の概念について整理を行った。欧米での研究の中に経済外交やそれに類似する概念を提起しているものが比較的多く見られる。経済外交の概念は(1)経済的手段を用いる外交、(2)経済的目的のために行う外交、(3)経済的手段を用いて経済的目的のために行う外交、という見方に大きく分けられる。中国の研究者や外交関係者の問にもこれらの見方が存在することを聞き取りで確認した。これについて、「外交」を狭義で捉えれば外交部門が行う政策に限られるが、広義に「対外政策」と捉えれば、対外経済政策も経済外交と見なすことができる。また、中国対外政策の構造について、政策決定過程や政府機構の観点から分析を行った。中国の政府機構においては、伝統的な慣習や明文化された機能によって明確な分業体制が見られる。対外政策では対象とする領域が対外政治関係と対外経済関係に区分され、担当部門が明確にされている。具体的に言えば、国務院(中央政府)において前者は外交部であり、後者は対外貿易経済合作部(2003年以降、商務部)である。実際の政策決定時には、国務院総理による最終決定があり、また高度な方針・路線については共産党指導部で決定が行われる。これらに関する資料収集と聞き取り結果をまとめて、対外経済部門の組織と役割について、現在論文を執筆している。さらに、中国対外政策の実践については、事例として中国のWTO加盟をめぐる二国間交渉を取り上げた。対外貿易や外資導入の発展をいっそう重視するようになった中国にとって、貿易の国際的枠組に参入することが経済的利益にっながる。よって、WTO加盟交渉は経済外交の側面から見ることができる。この事例では、対外貿易経済合作部が主管部門として主導的な役割を果たしたことが確認された。これを事例として実施組織に焦点を当てた研究論文を発表した。本研究は、他時期の事例との比較・対照によって、中国対外政策の変化や継続を分析することにつながると考えられる。
