18年度は本研究課題において17年度に達成した内容をさらに進展させ、研究を完成すべく次のことを行った。ブラジルアマゾンにおいて環境側面を反映した技術革新及び生産性の指標の推計をDEA手法を用いて行い、土地所有制度の改革、道路などの公共インフラの供給、生産物市場介入など政策の影響評価を行った。また、熱帯林消失の最大原因である牛肉輸出の増加とアマゾン地域内の牛肉との関連を実証的に検証し持続的開発への政策処方を比較評価した。まず、牛肉のブラジル国内価格と輸出価格の関連性の時系列分析を行い、緩やかな共和分関係があることが実証された。また、研究を遂行するにあたり、牛肉ブラジル国内価格、輸出価格のパネルデータを作成した。次に、ブラジルアマゾンにおいて森林被服で代表される環境要因を反映した全要素生産性は1970年から1995年にかけて増加していることが示された。生産フロンティアの拡大と技術的効率性(technical efficiency)の増加がその根拠である。また、技術的効率性の促進要因としては私的土地所有権の浸透と成熟、抑制要因としては道路敷設などが考えられることが、回帰分析に基づく政策分析により明らかになった。これらの研究成果は、所有権などのインセンティブに根ざした政策が農業生産の生産性を高め熱帯雨林地域の持続的開発を達成する鍵になることを示唆すると同時に、慎重なインフラ供給、市場のコントロールにより土地収奪的な農業生産が拡大することを抑制することが必要であることも示している。上記研究の結果をまとめ学術論文を作成した。
