本研究では、①製品安全規制が企業の技術革新を誘発するかどうか②その影響がグローバルバリューチェーン（GVC）を通じて他産業に波及するか③その際の各企業の反応はいかなるものかを明らかにする。また、規制対応する場合の誘発的技術革新が発生するメカニズムやその規模についても明らかにする。さらに、市場レベルで製品安全規制によりどのような需給および価格の変化が起こるのかを明らかにする。さらには、各国の経済厚生の向上や経済成長に向けてどう製品安全規制の政策を策定するかについても考察を行う。令和4年度も新型コロナウイルスによる渡航制限のために海外でのデータ収集などが実施できなかったが、前述した目的を達成するために、まず、製品安全規制がGVCに与える影響の分析に向けて、令和4年7月頃に調査会社に委託し、インドネシアでの製造業や食品加工業の企業レベルデータを収集した。そのデータに基づき、製品安全規制の企業レベルの垂直的波及分析、および、企業レベルの誘発的技術革新分析に向けて計量分析用データを構築した。その際、予め作成した調査対象の産業とグローバルバリューチェーン（GVC）の対応に沿ってデータを組み立て、令和4年9月には予備的分析結果をまとめた。さらに、市場レベルでの製品安全規制がGVCに関わる品目の需要・供給及び価格に与える影響の分析に向けて、計量分析を進める。まず、令和4年5月から同9月にかけてUN Comtradeデータベース及び国際的産業連関表（WIOD）を組み合わせて構築したデータベースを用いて計量分析を進めた。令和4年9月には予備的結果をまとめた。また、製品安全規制が貿易に与える影響の分析に向けて、令和4年9月にはUN Comtradeデータベースから国別品目別の多国間貿易データを構築し、同規制のマクロレベルの貿易効果をグラビティモデルを用いて推定し、結果を取りまとめ発表を行った。

This study aims at: (1) product safety regulation induces technological innovation in enterprises;(2) its impact on GVC; and (3) its impact on other industries.
