各都道府県で実施されている「防犯優良マンション認定制度」の現状と課題を明らかにした上で、英国の"Secured By Design"認定制度(SBD)等を参考に、わが国において共同住宅の防犯性向上に資する制度体系を提案することを目的に研究を行った。本研究開始当時、認定制度は8都道府県で実施されていただけだったが、本研究開始後、国土交通省、警察庁及びその関連団体は、制度の全国的展開のため、「防犯優良マンション標準認定基準」の策定に着手した。本研究担当者はこの策定ワーキンググループの主査として本研究成果を基準に反映させるとともに、制度普及に向けた知見の獲得を上記目的に加えて研究を行った。なお、同基準は平成18年4月に公表された。研究内容は下記の通りである。1.防犯優良マンション認定制度等の実態調査先行する都道府県の認定制度の概括的状況を把握するとともに、制度開始時期の早い広島県、大阪府、静岡県については、制度運用の現状と課題を把握するため、実施団体や開発業者等に対するヒアリング等の詳細な調査を行った。審査基準の内容、普及のためのインセンティブ、認定物件の評価等に関する知見を得た。2.SBD(英国)に関する調査Crime and Disorder Act (1998)以降、自治体と警察との連携等を通じて防犯対策に注力している英国における関連制度の体系とその実態について、文献調査やヒアリング調査を行い、わが国の認定制度への示唆を得た。英国内務省及びSBDの実施主体等へのヒアリング調査からは、利用状況、審査方法、認定物件の評価等に関する知見を得た。3.共同住宅居住者へのアンケート調査居住者の視点から認定制度普及に向けた知見を得るため、犯罪不安やニーズといった防犯に関する意識調査とその分析を行った。調査は全国の共同住宅に居住する519名を対象とした。オートロックや防犯カメラ等の防犯設備による居住者の安心感や満足度向上の効果、制度普及に向けた課題等を明らかにした。
