项目摘要

非農家(都市住民)の協力による農村環境保全活動に関して,栃木県の棚田オーナー制度および農地保全ボランティア活動を主な対象として,調査分析を行った。活動参加者に対して実施したアンケート調査などから,都市住民が農村の良好な環境が保全されることを望んでおり,機会があれば協力も惜しまないという意向があることが分かった。さらに,農地保全活動を実施している地区での聞き取り調査などにより,都市住民の受け入れが成功している地区には,以下のような特徴があることが明らかとなった。・ボランティア活動参加者にその後も地元の情報を発信している。・移住者など集落外出身の人が集落中で活躍している。・団体でボランティア活動に参加しているグループがあり,継続して参加している。農村の過疎化,高齢化が進んでいる中で,このような条件を満たす集落は少数派である。都市住民の協力による農村環境保全活動をさらに拡げるためには,農村集落が都市住民を受け入れる体制を整えることが必要であり,それには市町村行政やNGOなどのサポートが不可欠である。

In the midst of excessive urbanization and high urbanization in rural areas, this kind of conditions will be met by the minority. Urban residents 'cooperation in rural environmental protection activities is necessary for rural communities to integrate urban residents' participation in the system.
