近年の母子世帯を対象とした社会政策の転換、すなわち、所得保障制度(主として児童扶養手当)の縮小と就労支援の拡充が母子世帯の生活に与える影響や政策効果を検討した。生活時間分析の結果、日本の母子世帯の母は顕著に仕事時間が長く、育児時間が短い仕事中心の生活となっており、育児時間を確保するための政策的支援の必要性が示唆された。また、就労支援策によって母子世帯の就労収入が増加し、児童扶養手当の給付を減少させる効果はみられなかった。さらに、長期時系列データから児童扶養手当受給者の増減要因を検討した結果、増加要因としては離婚件数の増加が主因であり、減少要因としては収入増加はわずかで、子の支給対象年齢到達、所得限度額の引き下げによる対象者の限定の影響が大きいことがわかった。
