平成20年度の成果として、第一に、日本社会福祉学会からの依頼を受けて、根岸毅宏著『アメリカの福祉改革』の書評を行った。同書は本研究にとって必須の先行研究であり、博士論文を執筆するうえで有意義な作業となった。第二に、博士論文の審査に合格し、2008年10月に(2008年3月に遡って)博士号を取得した。今までの研究を全てとりまとめて、ワークフェアの起源と変容について明らかにし、高い評価を得た。第三に、2008年7月24日から8月20日にかけて、アメリカでフィールドワークを実施しか。ミシシッピー州で「ワークフェア」の考案者であるチャールズ・エヴァーズ氏にインタビューを行うとともに、カリフォルニア州リバーサイド・カウンティの福祉事務所でヒアリングと見学を行った。これによって、博士論文で課題の一つとなっていた、エヴァーズ氏がワークフェアを考案した背景とリバーサイド・カウンティにおける実際のプログラム運用について、文字資料からは得ることのできない貴重な情報を得た。第四に、アマルティア・センの論文を翻訳し出版された。この作業を通して、ワークフェアに関わる福祉受給者の権利と義務について、規範的な視点からアプローチするための視座を得た。
