同質的な産業構造を持つ経済を仮定した上で、リニエンシープログラムの効果的設計・運用について経済理論的な分析を行った。その結果、かなり広い範囲で、最初にプログラムの適用を申請した企業にのみ大幅な課徴金の減免を認める米国型プログラムが最適になることが明らかになった。また、産業の分布次第で、可能な限り多くの産業でカルテルを撲滅するような制度設計が最適とはならない場合があることも明らかにした。
