Climate Change Protection Policy and Collaborative Processes in Local Community

Under the law to promote protection against global warming, each prefectural government is encouraged to nominate a prefectural center for climate change actions. Almost all 47 prefectures have such centers. These centers are performing a lot of the tasks of outreaching, advocating, education, supporting local level activities and so on. They are also educating the volunteers, named "local initiators for climate change actions". Nationwide we have 7246 initiators in total. I selected eight prefectural centers and conducted a correspondence questionnaire survey on more than 1500 initiators. I analyzed their major characteristics including their motives, attitudes, awareness and actions.
