Comparing Climate Change Policy Networks Project

本研究是20多个国家和地区气候变化政策网络比较项目的日本版。该项目包括媒体分析和网络分析，以及问卷调查和访谈。在网络分析中，我们选择了125家与问题相关的机构，最终采访或收到了72家机构的回答，回收率为57.6%。一个主要的发现是他们由两组组成，一个是积极的组，作为一个研究所渴望减少二氧化碳的排放。基于法律基础，该组织正在寻求一个更正式的主动攻击政府的目标。另一个群体则是相对消极的群体，寻求一个与往常一样的商业目标和方法。经济产业省、经济团体联合会和行业团体都属于这个团体。政策网络和利益集团的两极分化是日本气候变化政策的主要政治背景。

This study is a Japanese version of Comparing Climate Change Policy Networks Project in more than 20 countries and regions. The project consists of a media analysis and a network analysis with a questionnaire survey and an interviewing. In the network analysis, we selected 125 institutions related to the issues and finally we interviewed or received answers from 72 institutions with the returning rate of 57.6%. One of major findings is that they consists of two groups, one is an aggressive group to be eager to reduce CO2 emissions as an institute. Based on the legal base, this group is seeking to a more officially proactive target to the government. Another group is relatively negative group to seek a business as usual target and method. Ministry of Economy, Trade and Industry, the Federation of Economic Organizations and industry organizations belong to this group. A polarization in policy networks and interest groups is a main political background of Japanese climate change policy.
