自治体アンケート調査を通じて、全国市町村の有料化実施状況、ごみ減量効果、併用施策の実施状況、不法投棄の発生・収束状況を詳細に把握・分析した。大部分の有料化自治体においてごみ減量効果が維持されており、リバウンドが発生するのは手数料水準が低いケース、超過量方式の料金体系できめ細かな制度設計がなされていないケースにほぼ限定されることを明らかにした。またレジ袋を全市で有料化した伊勢市において市民アンケートを実施し、支払意志額(WTP)の計測、有料化の有効性検証、環境行動の誘発効果などに関する新たな知見を得た。
