项目摘要

平成16年度から18年度の研究期間のうち、初年目は所属機関の移籍後問もなかったことから十分な調査が実施できなかったが、二年目には岩手県内の調査、三年目には北海道網走管内および山形県長井市などで調査を実施した。本調査研究の申請時点では、日本経済全体の回復基調がみられ始めていたが、それとは対照的に、地域経済(例えば、代表者が申請時に勤務していた東北地方など)においては、タイムラグをともないながら全体として衰退的状況が目に付くようになってきていた。平成17年度における岩手県一関地域での調査を通じて得た結果は、稲作経営が厳しさを増す中、花卉や野菜などでの産地化を図る努力が続けられる一方、建設業者による農業生産への進出など新たな動きも見られるなど興味深い動向も確認できたが、これらの動きは部分的なものにとどまっており、全体としては地域経済の疲弊化が進んでいると言わざるを得なかった。それは、農業生産および農家経済と密接な繋がりをもつ農協経営にも深刻な影響を与えていることからも確認できた。とりわけ、信用事業における収益の低下は、同事業における収益で経済事業を補填するという従来からの農協の経営構造を根底から揺るがすことになり、この結果、広域合併やこれにともなう職員のリストラなどを通じて地域経済の活力低下の一因となっていた。また、平成18年度内に実施した北海道網走地域の調査では、畑作地帯および漁業地帯の調査を通じ、後者では後継者が確保されている経営の比率は高いが、経営状況は10年前と比較して厳しくなっていることが確認できた。また、前者では、機関調査の限りでは経営間格差など二極化が進みつつあることが推測されたが、この点に関する十分な論証までは至らなかった。また、山形県長井市における調査では、地域農業の衰退が里山などの荒廃をもたらしている実態を確認できた。以上より、現在、日本経済全体としては景気回復したと言われているなかで、地域経済は依然として厳しく、景況の地域間格差が拡大していることが明らかとなった。
