ベトナム紅河デルタの一村落、ナムディン省コックタイン合作社を対象に、合作社という組織が、商品経済の浸透という大きな経済的変化に対して、どのような人的ネットワークを利用あるいは開発して対処しているのかについて調査を行った。一般にベトナム北部の合作社は、1950年代～90年代にかけてはほぼすべての農民が所属する集団農業の単位であったが、1996年の合作社法の改正以降、出資者に利益を還元する協同組合的な組織に徐々に移行しつつある。しかしコックタイン合作社では、組織の人的規模と業務内容は縮小したが、かつての合作社の代表がそのまま新しい合作社の代表に選ばれ、農業の商業化を推進し現金収入源を増大させるための活動を維持し、その利益を合作社内部で再配分する制度が維持されていることがわかった。また合作社は、有機農産物の生産や高品質ジャガイモの生産を進めるために、ベトナム内外の研究者と連携して、先進的有機野菜生産地の視察、高品質ジャガイモ栽培を組織的に行っているタイピン省農業普及局を研究者とともに訪問し、新たなネットワーク作りを積極的に推進していることがわかった。有機農産物では、許認可に地方政府の役割が非常に大きいことがわかり、ナムディン省の関係機関との協議を経て、将来の有機農産物生産事業のための事業展開を実施することになった。これには省政府にいる同合作社出身のコネクションを最大限利用して実現している。このように、国レベルの政治経済制度の大きな変更の中で合作社は、その業務内容を変更させつつ、外的要因の変化に対応したフレキシブルで可変的な組織を維持していることがわかった。

This is the first time that the provincial government has made full use of the resources of the cooperative society. In this regard, the political system of the country has changed greatly, and the cooperative has changed its business content. The external factors have changed, and the organization of the country has changed.
