住民保護責任を中心概念として、「人間の安全保障」と「国家の安全保障」の関係を研究した。人間の安全保障には、日本を中心とした平和的なアプローチとカナダを中心とした軍事的なアプローチがある。前者によれば、人間の安全保障は国家の安全保障と矛盾するものではなく、相互に補完的な関係を有している。その一方で、後者であれは、人間の安全保障の優位が認められ、国家の安全保障が毀損される場合がある。とりわけ、破綻国家のような場合には、国際社会の介入が許されるとされ、破綻国家の王権=安全保障が害される可能性があるめである。しかも、そうした介入の対象となるのは、破綻国家であり、途上国を中心として中小国である。しかも、そうした介入が、介入国にとって、テロ防止の名目で行われる場合があり、被介入国の主権=安全保障を犠牲にして、介入国の主権が強化されることになる。そうした一方性が存在していることを明らかにした。アフリカ連合では、住民保護責任概念の拡大傾向がある。また、国際司法裁判所のジェノサイド条約適用事件では、住民保護責任の影響が判決の中に出始めている。その一方、国連事務総長が作成した「住民保護責任の実施」文書によれば、国際社会が実施する住民保護責任は、国連の集団安全保障制度の枠内でのみ可能であるとされ、住民保護責任限定花が行われている。濫用を戒めているのである。住民保護責任が一般国際法上の概念として確立するまでには至っていないが、国際法上の主権概念に大きな変容をもたちす可能性をもっていることに注意が必要である。
