カタストロフィーは起きる確率は非常に低いが一度起きると経済的損失は莫大となる。本研究は、そのようなリスクが存在する状況下での政策分析を可能とする理論的枠組みを探ることが目的である。経済学では一般的に、リスクあるいは不確実性のもとでの意思決定について、リスク回避度一定の効用関数と期待効用理論が用いられる。しかし、1970年代に期待効用理論に整合的な確率変数の分布制約について議論され、その後その制約のもとで分析されてきた。それに対して最近のカタストロフィック・リスクのもとでの環境政策の研究において、期待値が発散する(つまり期待値の無くなる)状況を避けるために、損害の確率分布にその裾部を狭めるような仮定を置く分析の有効性について議論されている。本研究は裾野の広い確率分布に対して期待効用分析可能な効用関数の特性に着目した。環境政策に関する本研究の成果として、昨年度にワーキング・ペーパーのかたちで公表した"Expected utility and catastrophic risk in a stochastic economy-climate model"は、さらに改訂を行い"Weitzman Meets Nordhaus : Expected Utility and Catastrophic Riskina Stochastic Economy-Climate Model"として海外の専門誌に投稿中である。同様に昨年度公表した"Burr Utility"は効用関数の特性を詳細に分析している。絶対的リスク回避度は消費に関して減少し、相対的リスク回避度は増加するが有限であるPareto utilityが、どのような確率分布関数に対しても期待効用分析が可能であることが示されている。論文表題を改めた"Paret-Utility"は、査読付きの国際的な学術誌に掲載が予定されている。

The loss rate is very low. This study aims to explore the theoretical framework for policy analysis under the existing conditions. The theory of rational decision-making is based on the theory of uncertainty and avoidance, which is based on the theory of expectation. In the 1970s, the theory of integration was expected to be applied to the analysis of the distribution of the accuracy rate. For environmental policy research, expectation and dispersion (expectation and absence) status, damage accuracy distribution and effectiveness analysis. This study focuses on the characteristics of the probability distribution in the field and expects to analyze the possible effects. The results of this study were published in "Expected Utility and Catastrophic Risk in a Stochastic Economy-Climate Model" and revised in "Weitzman Meets Nordhaus : Expected Utility and Catastrophic Risk Stochastic Economy-Climate Model." In the same way, the "Burr Utility" in the previous year's report was analyzed in detail. For example, if the probability distribution of the Pareto utility decreases, the probability distribution of the Pareto utility increases, and the probability distribution of the Pareto utility decreases, the probability distribution increases. The title of the paper should be changed to "Paret-Utility", which will be published in the international academic journal of Zha Fu.
