项目摘要

本研究は、中世国衙を国家と地方双方の視点から国衙を検討することによって、衰退したと考えられている中世の国衙の変遷を多面的に捉え直すことを目的としております。鎌倉期の国衙を検討するにあたり、以下の二点を本年度の課題と致しました。(1)吸収論に帰結させない幕府権力と国衙の関係を論じる。(2)鎌倉期における国衙機構(知行国制や在庁官人制を含む)の再検討。本年度の成果1、幕府の対国衙政策と守護の動向国衙に対する幕府の政策を検討すると、公家の知行体制を容認するものであり、とくに府中域支配や正税の徴収については、国衙の沙汰として認めていることが確認できました。在地の人間は国衙をめぐる一権力として、守護や幕府を選択することがあったと考えられますが、国衙に対する守護の介入(幕府による国衙機能の吸収)は幕府の意図するところではなかったと考えました。2、鎌倉後期の国衙領興行と知行国主の変遷若狭国太良荘では、正応2年の大嘗米賦課以降、積極的な国衙による国衙領興行の動きが見られます。これらの年次を見ると、すべて治天の君の交替の時期と一致していることが確認でき、若狭国では、治天の交替に伴って、国主も交替していたと考えられ、それと連動して、国衙領の興行が行われたと考えられました。以上のような検討によって、先行研究においては、在庁官人制及び国衙は、鎌倉期になると衰退する傾向にあることが指摘されておりましたが、幕府や朝廷の両者を背景として、自律的な展開を遂げていた面もあったことを明らかにすることができたと思っております。
