项目摘要

当該年度における研究活動としては、各理論の文献レビューを通じ博士論文の分析枠組みを構築し、これを援用して吸収源CDMの政策分析、政策評価を行い、博士論文を執筆、完成させた。さらに、海外調査結果をもとした学会での口頭発表、英語論文の作成・投稿を行った。分析枠組みは環境ガバナンス論、レジーム論、CSR論、政策評価論を援用し、構築した。博士論文では、関係アクターの参加・協働、レジーム形成過程、事業実施におけるCSRの意義などについて政策分析し、有効性、持続性、衡平性などを指標として政策評価を行った。この結果、結論として「現行ルールにおける吸収源CDMの実施・推進の限界」が導かれた。さらに、この限界を踏まえた上で吸収源CDM推進の方向性について考察、提言を行った。次に、フィジー・ケニア調査結果から、以下の内容で国際開発学会にて口頭発表により公表した。ケニア調査結果からは調査地における在来果樹の減少メカニズム及び植栽樹種に対する地域住民の選好を、フィジー調査結果からは2004年頃より調査地に相次いで導入された植林、エコツーリズム、塩作りの各事業について、その地域定着状況について、5資本(金融、人的、物的、自然、社会関係)に着目し、内発的発展の観点から分析した。英語論文については、吸収源CDMについて気候政策、開発政策、ビジネスの観点から見た吸収源CDMの利点・問題点を明らかにした論文、ならびに企業を対象として特に森林関連活動に関するCSR質問票調査結果から、日本企業のCSR活動は「本業を通じた活動」に留まらないことを指摘した論文をそれぞれ作成、投稿した。また、アウトリーチ活動として、「吸収源CDM人材育成研修」(グリーン航業、09年9月、10年2月)にて講師・コメンテーターを務め、発表・情報提供を行った。このように、研究者の少ない当分野において第一線で活躍の場を広げている。
