本研究の目的は、事例とするタンザニアにおいてREDD+政策（途上国における森林減少・劣化防止を通じた温室効果ガス削減政策）へと適用することが検討されている参加型森林管理（PFM）事業のもとでの「住民参加」について、REDD+の文脈において、特にセーフガード要件の観点から問い直すこと、である。本研究では、特に政府・地域住民の両アクター、両者間のパートナーシップに着目し、グッド・ガバナンスの構成要素としての説明責任、透明性、情報公開の3要素を主な分析項目として、計5回の現地調査を通じ、「自由意思による、事前の、十分な情報に基づく同意（FPIC）」などの観点から住民参加の現状・課題を明らかにする。当該年度は主に1．REDD+政策の国際交渉の進展や各国の動向に関する情報収集を行い、2．タンザニアにおける海外調査、及び、3．以上をベースにした論文の作成、については十分に行うことが出来なかった。一方で、4．タンザニア調査が困難であったことから、日本国内の情報収集に注力し、国内カーボン・オフセット制度として展開・発展してきたJ-クレジット制度（森林分野）のパリ協定目標達成に向けた貢献可能性を明らかにする論文の執筆を進めた。1．交渉担当者や専門家などへの聞き取り調査や文献調査により、継続的に情報収集を行った。特に毎年開催のCOPではパリ協定やREDD+のルールなどが議論、決定するため、重点的に情報を収集した。4．国内カーボン・オフセット制度としては2013年度開始のJ-クレジット制度が代表的であり、その特徴は森林を対象に含めている点にある。吸収源CDM政策・REDD+政策などとの比較を踏まえ、案件数・クレジット認証量に対するクレジット価格・活用状況の推移から、同制度のパリ協定目標達成に向けた貢献可能性について分析・考察した論文の執筆を進めた。

The purpose of this study is to examine the application of REDD+ policies to participatory forest management (PFM) projects in the context of "resident participation," REDD+ and its specific requirements. This study focuses on the analysis of the three elements of government and local residents 'access, inter-community access, accountability, transparency, and information disclosure, and five rounds of field research, including free will, prior information, and basic consent (FPIC).
