项目摘要

研究初年度は全体の理論的な枠組の検討と既存データの分析を行った。まず理論枠組の検討について。1980年代以降、都市研究では世界都市論を公準として世界的に研究が進められてきたが、東京の政治・経済的リストラクチュアリングをめぐる研究も同様である。本研究ではまず世界都市論導入以降の東京の政治経済学・社会学的研究の文献サーベイを、国際雑誌上の議論を中心に行い、この議論の系の今日的課題を明らかにした。そのうえで、西ヨーロッパやアメリカの都市を対象に研究蓄積が進みつつある「ネオリベラル化する都市」論との接合を図ることを試み、課題と方法に関する整理を行った。これらの整理を中心にした研究成果については、簡単なマクロ統計分析を含めて論文化し、日本都市社会学会大会で発表したほか、都市社会学の国際会議ISA-RC21東京会議でも発表した。とくに後者ではアメリカや西ヨーロッパ、東アジアの研究者と意見交換を行うことができ、理論枠組のブラッシュアップの必要性とその論点の明確化を図ることができた。現在こうした成果を踏まえて論文投稿する準備を進めているところである。次に、既存データの分析作業について。今日の大都市ガバナンス再編の焦点のひとつに、市民セクターの位置づけの再定義があるのはすでに多くの論者が指摘しているところだが、本研究ではまずかかる実態を捉えるために、別の科研費プロジェクトで行っている質問紙調査のデータを活用して、その分析を行った。市民セクターと一口にいってもその内容は多様であり、大都市ガバナンスとのかかわり方も当然異なる。データ分析から明らかになったのは、そうした市民セクターの組織構造や組織文化といったセクター内生的な要因がガバナンスとのかかわり方を規定するという点であり、この分析を通じて、大都市ガバナンスの研究における市民セクター研究の基軸的位置が明らかになった。分析の一部は査読誌に発表した。
