项目摘要

本研究の目的である専門職としての教師の資格証明を中心とした改革の検討ために、前年度に引き続き収集した文献、資料の検討、及び現地での聞き取り調査、フィールド調査を行った。本研究の主な対象は、アメリカ合衆国において1993年以降自律的な教職の専門職基準に基づいて自主的な資格証明を行っている全米教職専門基準委員会(National Board for Professional Teaching Standards,以下NBPTS)である。NBPTSは1980年代後半にアメリカ合衆国で起こった教職の専門職化改革の第二の波の象徴的組織であり、教職の専門的自律性を追求し、判断の根拠を語る能力を持つ専門職としての教職モデルに基づいた組織である。本研究では、NBPTS資格証明の持つ可能性として、資格証明によって各教員の質が保証されるだけではなく、資格証明のプロセスが触媒となって多様な場面で専門的自律性を追求する教職の専門職化の改革が引き起こされる点に着目し、その実態を明らかにした。本年度は、主に(1)カリフォルニア州における大学間連携による教員評価制度の改革(2)ノースカロライナ州、ワシントン州におけるNBPTS資格証明を活用した州教員政策の改革を中心的に検討した。これらの事例においては、資格証明を受けた教師を中心とした専門家の学習共同体を基盤とした自律的な学校改革、州教育政策における教育困難校改革のための資格証明を受けた教師のリーダーシップの活用等が見られた。教師が実践家であるだけでなく、その実践的見識を広く社会に、とりわけ政策立案者に語る能力を持つことは、実態に即した教育改革を考える上でもっとも重要である。また、省察スキルを持つ教師リーダーを育てることによって、学校内部に継続的で自立的な専門的成長の仕組みが構築される。NBPTS資格証明を触媒にした改革が局所的に実現しつつある教職の自律的な専門職へのアップグレーディングは、我が国で現在検討されている教職の質向上課題における一つの参照軸となりうる。今後も継続的な研究を行いたい。

The purpose of this study is to collect documents, data and on-the-spot information from teachers 'qualification certification center, reform and research in the past year. The main targets of this study are: the National Board for Professional Teaching Standards (NBPTS), which has been in operation since 1993. NBPTS has been in the second half of the 1980s since the beginning of the second wave of professional reform of the teaching profession. The organization of the image characteristics of the teaching profession, the pursuit of self-discipline of the teaching profession, the ability to judge the root of the language, the maintenance of the teaching profession and the organization of the teaching profession. This study focuses on the possibility of NBPTS qualification certification, the quality assurance of teachers, the catalyst of qualification certification, the pursuit of self-discipline in various situations, and the initiation of teaching reform. This year, we will focus on (1) the reform of the teacher evaluation system in the inter-university network in the state, and (2) the examination of the NBPTS qualification certificate in the state and the reform of the state teacher policy. In this case, the teacher's center, the family's learning community, the school reform, the state's education policy, the teacher's qualification certificate, etc. Teachers 'practical knowledge is important to society and policy makers' ability to maintain and implement educational reform. To examine the development of teachers, to examine the development of self-reliant schools within schools NBPTS qualification certification is a catalyst for the reform of teaching institutions. It is a reference axis for teaching self-discipline. In the future, we will continue to do research.
