本研究では、現在の貿易自由化交渉の基本的特徴を提えたマルテエージェント・シミュレーションのモデルを作成し、各国の戦略やその進化的安定性、系に対する外的要因(例えば交渉参加国や争点の増加、産業構造の変化など)が与える影響を、動態的に分析する。これによって、システム内で国家がとる戦略と貿易ネットワークのあり方との関係、無差別最恵国待遇を尊重する戦略やFTAを多用する戦略などの広がり方、通商交渉を巡る環境(参加国や争点の数、個々の国家の産業構造の変化)の変化が秩序に与える影響、などを検証するものである。本年度は、まず、既存の交渉理論、貿易自由化交渉の研究、相互依存論等における議論に基づいて、多争点の二国間交渉、多国間交渉のルールを、シミュレーション・モデルのルールにできるところまで明確化すべく、検討を行った。そして、この検討に基づき、個々の国家が自らの利益に基づいて譲歩の交換を行う基本モデルのコーディングを開始した。モデルは、多数の国家が多数の品目について関税譲許を交換するシミュレーションモデルとなっている。個々の国家は、各品目について、選好する関税率、政治的重要度等の変数を持っており、政治的な利益(選好する関税率と実際の関税率との差分縮小幅を、政治的重要度によって重み付けして算出される)を目指して、他国とアトランダムに交渉を行う。その際、国家は、無差別最恵国待遇、特定国最恵国待遇、自由貿易協定といった戦略を用いる。データの収集と編集に関しては、世界各国のGDP、成長率、分野別平均関税率、地域貿易協定の締結数の変化などについて、第二次大戦後の時系列データを可能な限り収集し整理した。このデータは、来年度以降、シミュレーションの初期値として用いたり、シミュレーション結果と比較検証するために用いる予定である。
