国際交渉でイシュー領域間のリンケージが行われるケースが国際政治学・国際交渉分析の最近の傾向(イシュー構造モデル、国内政治重視)、および、国際化の中で更に重要性を増していることを示した。また、こうした状況を説明するため、無関係の2つのイシューがリンクされた時の、国内における分野間調整と国際交渉の力学に関するモデルを作成した。この理論的なモデルを用いて、1989年後半から1990年代初頭にかけての日米交渉(特に日米構造協議)を説明するため、交渉資料の収集を引き続き行った。収集においては、イシューのパッケージングと分野間調整(独立変数)、交渉の過程や結果(従属変数)を析出するため、詳細なアジェンダと行政機関内での取り扱いレベル、および、交渉結果の変遷(時期毎の合意文書、覚え書き等)に焦点を当てた。具体的には、アメリカ国務省、当時の担当者へのインタビューなどを通して、アメリカ側交渉担当者の行動について、具体的に以下のことが分かった。(1)1989年の日米構造協議開始直前から、92年に2度目の年次報告が出されるまでの間について、アジェンダに含まれていた内容とその変遷。(2)アメリカ政府内部の連絡・会議が行われていた時期、頻度、内容。(3)日本政府内部の取り扱いレベルの変化。また、日本政府が公開した資料から、アジェンダに含まれる要求事項に対する日本側の返答と、その時期ごとの変化が明らかとなった。これらを分析することによって、日本国内の取り扱いレベル変化の前後で、モデルの予測する結果が出ていることが分かった。
