Under this research project, a series of interviews have been conducted with legal advisors of major States' permanent missions to the United Nations for the purpose of finding the legal requirements for a UN Security Council resolution or a paragraph thereof to have a legally binding effect. As a result, it is found that contrary to the prevailing opinions of the writers, decisions(paragraphs starting with"decides"in a resolution adopted under Chapter VII of the UN Charter) are not the only cases where they have a legally binding effect ; demands(paragraphs starting with"demands"in a resolution adopted under Chapter VII) are also legally binding nowadays according to the views of major States.

本研究项目对主要国家常驻联合国代表团的法律顾问进行了一系列访谈，目的是寻找联合国安理会决议或其中一段具有法律约束力的法律要求。结果发现，与作者的普遍观点相反，决定（根据《联合国宪章》第七章通过的决议中以“决定”开头的段落）并不是唯一具有法律约束力的情况；根据主要国家的观点，要求（根据第七章通过的决议中以“要求”开头的段落）现在也具有法律约束力。
