"Urban policy functioning as social policy(Sozialpolitische Stadtpolitik)" from the perspective of conceptual and comparative history

工业化和城市化在19世纪的欧洲引发了各种城市和社会问题，为了应对经济和社会变革，城市政府实施了诸如天然气和电力供应、公共交通、公共卫生和住房等城市政策。这些政策以整合和控制城市社会为目标，是区别于城市社会政策如济贫和社会救助的社会政策。本研究以“作为社会政策的城市政策”为概念，从概念史和比较史的角度对以往的城市政策进行了阐释。这些案例主要是世纪之交德国的城市政策，英国的案例也被考虑进来进行比较。

Industrialization and urbanization raised various urban and social problems in the 19thcentury Europe, and in response to the economic and social change urbangovernment implemented urban policies such as gas and electricity supply, publictransportation, public health and housing. These policies aimed the integration and control of urban society and functioned as social policies that were distinguished from urban social policies such as poor relief and social assistance. Using the concept "Urban policy functioning as social policy(Sozialpolitische Stadtpolitik)" this research project elucidated the former policies from the perspective of conceptual and comparative history. The cases were mainly urban policies in Germany at the turn of the 20th century, and the British cases were also taken into account for comparison.
