本研究は、多文化共生社会論を巡って、非正規入国者への対応が本格化する2010年代以降に生じた変化を、人権政策・社会政策・入国管理政策という3つの政策領域における多様な改革論争に則しつつ解明することを目指すものである。その中で、本年度は、非正規入国者の入国それ自体の直接的な規制に関わる入国管理政策をとりあげ、以下の諸問題の考察を行った。(1)本研究ではまず、政治哲学・政治史学等の領域で行われた、多文化共生社会における近年の入国管理政策改革を論じた多様な先行研究を幅広く収集し、その特色や問題点を研究参加者全員で批判的に検討した。その結果、①専門的な労働技能の有無に着目して異なった滞在条件を付与する選択的入国政策に関しては、それを現代社会に共通する業績主義的な社会規範に適合性なものとみなし、一定程度肯定的に評価する見解が有力化しつつある②受入国の言語や歴史理解という政治的・文化的能力を入国要件とするシティズンシップ・テスト政策に関しては、それが文化や国家に関わる人間の根源的能力の操作につながる危険性を強調する、理念的な次元での反対論が有力化しつつある、等の重要な知見が判明した。(2)更に本研究では、2010年代以降の北米・西欧・東欧諸地域において、多文化共生社会の入国管理政策に生じた具体的変化や、その諸要因等について考察した。その結果、①選択的入国政策に関しては、それが非正規入国者の送り出し国において、能力の高い労働者の流失を従来以上に加速させ、その経済発展を更に阻害する可能性について今後更に慎重な検討が必要である、②シティズンシップ・テスト政策に関しては、政策ステイクホルダー相互間の実践的な政策論争は、テストにおいて問われるべき市民的資質の具体的内容を巡る論争に移行しつつある、等の重要な知見が判明した。

This study focuses on the evolution of multicultural symbiotic society theory, informal immigration policy, and localization since the 2010s, and on human rights policy, social policy, and immigration management policy. This year, the following issues will be examined in relation to the direct regulation of irregular immigrants (1)This research is conducted in the fields of politics, philosophy, and political history, and in the field of multicultural symbiosis. In recent years, the study of China's administrative policy reform has been conducted in a variety of fields. As a result, there is no difference between the skills of the door and the conditions of election. A certain degree of affirmation of the views of the language history of the country of entry, understanding of the political culture of the country of entry, the ability to operate on the policy of the country of entry, the ability to operate on the root of the country of entry, the importance of the concept of the dimension of opposition, etc. (2)In addition, this study examines the specific changes and important factors in the management policies for entry into a multicultural symbiotic society since the 2010s in northern, western and eastern Europe.
