项目摘要

本研究は、有機農業を含む環境保全型農業が、環境保全と安全な食に果たす役割に加え、高齢化や後継者不足などで沈滞しつつある農業・農村に活気を与え、雇用を創出する可能性について探ることを目的としている。これまでの調査において、有機農業は地域密着型と認証型、産消提携型の三つのタイプに分けられており、地域密着型の有機農業は若者に参入の機会を与えていることが明らかになっている。それでは、認証型や産消提携型の有機農業の雇用吸収力はどうなのかを比較し、喫緊の課題である若者の雇用と農村の活性化のための政策に有効なモデルを提示する。そのために、最終年度である今年は、日本の「農の会」「大地を守る会」「三芳村生産グループ」と、韓国の「パルダンセンミョンサリム」において現地調査を行い、これまでの調査結果を補完した上で、全体的な調査結果としてまとめることにした。特に、韓国調査の結果は、大日本農会の寄稿依頼により『農業』に掲載された。また全体のまとめは、今年度中に学術雑誌に投稿する予定である。これまでの調査により、雇用創出の可能性というは、結局、新規就農者がどういう経緯で、どういうところに魅力を感じて有機農業に取り組むことになるのかの問題であり、そのような環境基盤や条件を可能にする要素を探ることに関わる。考えられる要素を項目によって、理念、生産、生産者、消費者、支援策に分けられる。理念に関わるものとしては、生産以外の取り組みにどのくらい関わっているか、または開かれた会への参入などによって新規就農の選択が左右されることになると考えられる。また生産と関わる現実問題としては、土地の確保や助け合える環境の有無、生産物の流通・販売チャネルの確保、そして新規就農者のための研修プログラムの有無などが雇用創出の重要な要素であり、比較の結果、地域密着型の方がより充実していることが分かった。
