日本では、都市計画という概念は、1910年代にイギリスから導入され、制度として定着した。しかし、地域計画という概念は、1920年代に米英から導入されたものの、制度として定着するには至らなかった。米英では、地域計画は州計画法において、或いは都市農村法において都市計画と一体で制度化されている。持続可能な地域計画の原則も、バトリック・ゲデス、エベネザー・ハワードの考えを継承したルイス・マンフォードが確立し、米英に影響を及ぼし、現在、アメリカでは、ニュー・アーバニズム運動の諸原則として再定義されるとともに、イギリスでは地域計画機関が決定する持続可能な開発を目標とする地域空間戦略(RSS)として制度化されている。九州は、日本の面積、人口の一割を占め、火山、高地、盆地、河川、海岸、半島、湾という地理的な多様性を有し、全国の重要伝統的建造物群保存地区のほぼ四分の一が存在する歴史性ある地域であり、1999年、日本全国よりも早く、人口減少社会に突入した。この九州を対象に、九州の都市計画、緑地計画、交通計画、河川再生計画の研究者、及び九州各県の都市計画研究者、更にアメリカのニュー・アーバニズムの専門家、イギリスの地域計画制度の研究者の協力を得て、九州各県の主要な都市及び後背地の農村を含む地域を対象に、以上のような米英の持続可能な地域計画方法論の日本への応用可能性を検討し、課題、条件を解明し、日本における持続可能な地域計画の方法論の確立に貢献することにある。具体的には(1)各地域の地域計画上の課題、(2)持続可能な地域再生原則の計画論レベルの応用可能性と課題、応用に際しての条件、(3)持続可能な地域再生原則の規制・事業論レベルの応用可能性と課題、応用に際しての条件、(4)持続可能な地域計画に関する国・地方の制度的枠組みとガバナンスの仕組みの応用可能性と課題、応用に際しての条件を解明した。

The concept of urban planning in Japan was introduced in the 1910s, and the system was established. The concept of geographical planning was introduced in the 1920s, and the system was established. Urban Planning and Integration Act The principles of sustainable development plan are: (1) establishment,(2) impact,(3) present,(4) redefinition of the principles of sustainable development plan. Regional planning agencies decide on possible development goals and institutionalize regional spatial strategy (RSS). This is a collaboration between researchers of Kyushu city planning, green space planning, transportation planning, river regeneration planning, and urban planning in Kyushu, and researchers of regional planning systems in Kyushu, major cities in Kyushu, and rural areas in the back. This paper discusses the feasibility of application of sustainable regional planning methodology in Japan, explains the problems and conditions, and makes contributions to the establishment of sustainable regional planning methodology in Japan. Specific aspects include: (1) issues related to the regional planning of each region;(2) issues related to the feasibility of maintaining the regional regeneration principle;(3) issues related to the feasibility of maintaining the regional regeneration principle; and (4) issues related to the feasibility of maintaining the regional regeneration principle.(4) To clarify the possibility, problems and conditions of the organization, organization and application of national and local systems related to sustainable regional planning.
