The term ‘resources’ attracted much attention in Japan in the 1930s. Human beings were included in the category that could be turned into resources, thus creating the concept of ‘human resources’. This was a phenomenon not seen either Germany orthe United States. This rhetoric was highly important for a resourcepoor Japan under the total war system. This research is a comparative analysis of agricultural and forestry resources development under a total war system in Japan, Germany, and the United States.

1930年代，“资源”一词在日本引起了极大的关注。人被列入可以转化为资源的范畴，从而产生了“人力资源”的概念。这是德国和美国都没有看到的现象。这一说辞对于资源匮乏的日本在全面战争体制下非常重要。本研究是对日本、德国、美国三国在全面战争体制下农林资源开发的比较分析。
