The purpose of this study is to create care program for people with mental health problem who can accept neither support nor medical treatment easily, who focus on from teenagers to those at their thirties, from interview investigation with public health nursesPrograms mainly consist of three: (1) Assessment of necessity to support the target persons, (2) Execution of active approach to aim for construction of relationship of consultation and trust, and (3) Continuous offering of support connecting to receiving medical treatment or services. It is suggested that effective functioning of the programs need organizational backup by working places such as case conference.
