This research aims to develop the training program for international project managers. Contractual problems in international projects were identified, and a comparative analysis was carried out on contractual documents and institutions in some countries. Environment, structure and culture were specified as viewpoints for contractual system. Furthermore assessment method for them was developed utilizing the legislative system, general conditions and operation of contract.
