This research aims to establish the basic system of public procurement for improving Value for Money of infrastructure projects. The model of basic system was proposed considering various project schemes after searching the relation between public procurement system and social needs and comparing the system with those in foreign countries. Furthermore analytical tools were developed to be applied in the operation of the system.
