A Model for Infrastructure Management System in Local Government

本研究的目的是建立日本地方政府的基础设施管理制度。进行了以下工作。(1)分析了地方政府基础设施管理体制存在的问题。(2)针对地方政府存在的问题，提出了基础设施管理系统模型。(3)考察国外基础设施管理系统，了解先进的维护系统。(4)提出了系统的引入策略，设计了系统中的子系统和工具。(5)提出了新的子系统的概念，如数据库、会计系统、生命周期成本评估和人力资源开发，以应用拟议的系统。(6)对系统样机的实际应用进行了评价。需要进行进一步的研究，以促进拟议的制度，同时研究公共服务项目的执行方法和筹资计划。考虑到退伍军人的隐性知识，开展工程师的能力建设也很重要。

The objective of this study is to establish an infrastructure management system in local government in Japan. The following issues were carried out.(1) Problems of the infrastructure management system in local government are analyzed.(2) A model for infrastructure management system is proposed to solve the problems in local government.(3) The infrastructure management systems in foreign countries are investigated to understand the advanced maintenance system.(4) The strategy for introducing the proposed system is made and sub-system and tools in the system are designed.(5) The concept of new sub-system, such as a data base, an accounting system, a life cycle cost evaluation, and a human resource development, are developed to apply the proposed system.(6) The proposed system is evaluated for the practical application of the prototype of the system.The further study is needed to promote the proposed system together with a study on project delivery method for public services and financing scheme for it. It is also important to develop the capacity building for engineers considering the tacit knowledge of veterans.
